Vice President, AML Policy & Governance

Responsibilities:

• Lead the bank’s end-to-end AML/CFT policy, governance, and regulatory compliance framework; own policy design, implementation, oversight, and stakeholder alignment to meet HKMA, local and global AML obligations
• Conduct gap analysis against new regulations and drive remediation plans
• Establish governance structures (AML Committee, policy approval workflows) and ensure board/ senior management oversight
• Serve as primary liaison with HKMA for AML policy-related inspections, inquiries, examinations and investigations; prepare regulatory submissions and ensure timely corrective actions
• Advise executive management, business lines, and risk teams on AML policy implications for new products, markets, and initiatives
• Coordinate with AML teams of overseas and mainland branches and local subsidiaries to align the group AML standards
• Lead independent reviews, investigations, thematic audits, and policy effectiveness testing to validate adherence across the bank
• Oversee AML training strategy, curriculum design, and delivery to ensure staff competency.=
• Drive AML culture and awareness across the bank

Requirements:

• Degree holder in Finance, Accounting, Law or related disciplines
• Holder of ACAMS, ECF on AML / CFT certification or equivalent
• Minimum 12 years of financial crime compliance experience, with at least 6 years in a managerial level
• Deep expertise in AMLO, HKMA AML Guidelines, FATF, and Hong Kong banking regulations
• Strong stakeholder management, report writing, and presentation skills
• Fluent in English and Cantonese
