Head of Finance Management is a member of the senior management team who provides leadership and direction for financial management in Hong Kong Red Cross. The role oversees development and monitoring of fiscal policy, guidelines, treasury plans as well as compliance with regulatory and professional requirements and standards, to ensure the financial resources are properly managed and safeguarded to achieve financial sustainability, and a true state of affairs is reported to internal and external stakeholders.
Key Responsibilities:
- Financial Management: Oversee all financial operations, including statutory reporting, month-end closing and annual budgeting.
- Strategic Planning: Drive long-term financial strategy and treasury plan. Support the Chief Executive Officer / Secretary General in ensuring financial sustainability of Hong Kong Red Cross.
- Compliance and Governance: Support the Honorary Treasurer to ensure accountability and good governance in finance management. Ensure robust internal controls, risk management, and full compliance with accountancy and statutory requirements, including development and execution of policies and guidelines.
- Team Management: Lead and build a high-performing team to report a true state of affairs to internal and external stakeholders with a robust financial control framework and reliable accounting system.
- Stakeholder Management: Manage relationships with banks, auditors and authorities, and support relationship management with funding bodies.
- Be a member of the senior management team to contribute to the corporate strategic planning and development.
Requirements:
- Holder of Bachelor Degree in Professional Accountancy or Business Administration
- Professional qualification with member of CPA or equivalent designations
- Minimum 10 years’ relevant working experience, at least 5 years’ post-qualification experience in which 2 years at senior managerial role
- Experience in financial management for non-profit/social service organizations is a definite asset
- In-depth knowledge of principles of accounting and professional accounting standards
- Understands the external environment including philanthropy and commercial industry, investment and economic situation and trends
- Mature personality, strategic-minded, strong interpersonal and management skills, high integrity, and leadership
- Excellent command of both written and oral English and Cantonese
