Job Purpose:
Lead the AML compliance & assurance function of the AML and Financial Crime Risk Department (“AFD”) performed by the Policy & Advisory Team, the Compliance Assurance Team, and the Sanctions Compliance Team, ensuring that the Bank’s policies and procedures in relation to AML/CFT and sanction controls are in compliance with the relevant laws and regulations, developing and implementing assurance controls of the second line of defense (AML Compliance function), monitoring assurance controls of the first line of defense (i.e. business units and operations), and steering AML related projects taken up by AFD.
Main Responsibilities:
- Act as the Deputy AML Compliance Officer of DSB
- Support the Group Head of AML Compliance and Financial Crime Risk in discharging his responsibilities
- Assist the Group Head of AML Compliance and Financial Crime Risk in promoting AML/CFT risk culture, establishing a sound AML/CFT control framework, and the oversight of AML/CFT controls
- Assist the Group Head of AML Compliance and Financial Crime Risk in preparing and conducting AML Committee meetings
- Conduct gap analysis on regulatory requirements, formulate enhancement plans to close gaps identified, and ensure enhancement plans are implemented effectively
- Establish and maintain AML/CFT policy & procedures and ensure they are timely updated for regulatory changes
- Design and plan review, testing and assurance process for the second line, and ensure all key control points are effectively executed
- Design and conduct the Institutional Risk Assessment (“IRA”) for DSB and provide guidance to local and overseas subsidiaries in conducting their IRAs
- Support and provide guidance to the first line to perform Key Control Self Assessments (“KCSA”) and CDD quality assurance
- Support and provide guidance to Business Money Laundering Prevention Officers (“BMLPOs”) to perform their duties of AML compliance and assurance on the first line
- Supervise the AML/CDD advisory provided to business and operation units in performing CDD, sanctions and AML control on a day-to-day basis
- Steer and supervise AML related technology projects taken up by AFD, and ensure projects are proceeded as planned and exceptions are timely reported to the management
- Communicate & coordinate with relevant departments on AML/CFT related issues and conduct internal AML/CFT training
- Handle regulator’s enquiries in relation to AML, deal with regulator on-site examinations, and maintain continuous contact with external regulators and auditors
Incumbent Requirements:
- Master or university degree in law, finance, banking or related disciplines
- 15 years’ experience in financial industry with at least 10 years in AML, compliance, operational risk and/or internal audit
- CAMLP certified with knowledge and practical experience in implementing AML/CFT programme preferred
- Experience in working with relevant regulatory authorities is an added advantage
- Good business focus with insights, innovation and ability to balance risk and control
- Excellent verbal, written communication and presentation skills
- Experience in stakeholder engagement and management
