Position Summary
The incumbent will be responsible for executing and managing resolution planning arrangements and collaborate with business units to address requirements, covering Operational Continuity in Resolution, Contractual Recognition of Suspension of Termination Rights, Liquidity and Funding in Resolution, Continuity of Access to Financial Market Infrastructure Services and other standards to be established by the resolution authority under the Financial Institutions (Resolution) Ordinance (“FIRO”).
Responsibilities
- Support the development and implementation of the Bank’s resolution planning strategy
- Coordinate with cross-functional stakeholders (Operations, Risk, Treasury, Legal, IT) and external parties to embed resolvability requirements into business-as-usual processes
- Manage, prepare and ensure timely completion of regulatory submissions including self-assessments and data templates, to adhere with supervisory expectations
- Maintain and review the governance framework, service catalogue, procedure, playbook, contingency plan and related documents
- Design and facilitate testing and validation exercises to enhance contingency preparedness and capabilities
- Assist with preparation of progress reports to update senior management and the HKMA
Requirements
- Bachelor’s degree, preferably major in accounting, finance, business administration or related discipline
- HKICPA or equivalent professional qualification is an advantage
- Minimum 5 years of relevant experience and knowledge in resolution planning, regulatory reporting or prudential policy within a bank, Big 4 accounting or consultancy firm
- Familiarity with the FIRO regime and implementation of Resolution Planning standards is advantageous
- Good communication and proven analytical skills
- Independent, self-motivated, and detail-oriented
- A team player with exceptional stakeholder management skills and ability to influence cross-functional teams to achieve key milestones
- Proficient in both spoken and written English and Chinese; fluency in Mandarin is preferable
