Job Summary

The role of Group Public & Regulatory Affairs (GPRA) is to collaborate with internal and external stakeholders, driving the alignment of the Bank’s strategy and global public policy, regulatory and supervisory objectives. The remit of the group covers policy, regulatory and supervisory issues emanating in key markets and developing engagement strategies that positions the bank in a constructive manner.

GPRA is organised internally into three teams: 1) Government Affairs; 2) Group Regulatory Engagement (with sub-teams handling regulatory affairs, and supervisory liaison); and 3) Strategic Policy Insights

As part of the Strategic Policy Insights Pillar, the Policy Specialist, GRA requires an effective subject matter expert with primary expertise in banking and financial markets, and preferably secondary knowledge of digital assets and technological developments in finance. This individual will closely partner with GPRA and business teams to support regulatory engagement, identify emerging regulatory policy trends impacting the Bank’s strategy, and prepare internal and external positions on these issues. Responsibilities include preparing speeches, briefings, and regulatory policy analysis, developing new processes and products in collaboration with GPRA teams, and ensuring continuous improvement.

Job Responsibilities

Strategy

  • Analytical leadership: for GPRA on financial services regulatory policy development (banking, payments, & financial markets). The issues will not be static and will evolve with the regulatory and financial landscape. 
  • Partnership with business:  to craft messages and develop content that helps deepen the understand within the regulatory community, and within the Bank of the drivers behind key financial regulatory policy.
  • Engagement plan:  collaborate with Business and the rest of GPRA to design and deploy against an engagement plan that helps connect the Bank with the regulatory community to position the Bank as a constructive participant in the development of regulation in particular technology.
  • Development of GPRA:  Help to develop and improve the existing operating model whilst working with the GPRA team to support establishing new systems, processes and governance procedures
     

Business

  • Provide robust challenge to all relevant stakeholders where and escalate as necessary, until appropriate oversight and ownership is achieved including identifying action owners to initiate plans or a strategy which address any action needed.
  • Build and maintain an effective and constructive relationship with all key compliance, business and functional stakeholders that is based on trust, capability, and integrity, providing timely, responsive and quality support to enable the Bank to achieve its
  • strategic objectives.
  • Support team brand and change execution including communication, education and change awareness through team products, including contribution towards the production and delivery of regulatory briefings, monthly updates on key regulatory development affairs forums.
  • Partner and collaborate with leaders to champion change, overcome barriers and maintain momentum for Regulatory Affairs priorities

Processes

  • Identify emerging regulations that would materially impact the Bank’s business strategy;
  • Develop thematic research and briefing notes for senior stakeholders, building a track record of trusted advice;
  • Work with internal stakeholders to shape the Bank’s policy analysis and internal and external positions;
  • Design and implement an external engagement strategy with the key regulatory policy makers, leveraging internal stakeholders and drawing on the wider ‘bench’ of SCB experts.
  • Prepare executive management for engagement on regulatory initiatives;
  • Assist with messaging on regulatory policy issues in collaboration with internal experts and business heads
     

Governance

  • To assist with the development and operationalisation of relevant bank forums run by GPRA and the Regulatory Affairs (RA) team as needed.
  • The role holder will may be required from time to time be asked to present at external events such as conferences or internally at formal bank committees and Management Team meetings across businesses, functions and regions on an as needed basis.

Job Requirements

The ideal candidate will be, or have

  • A University Degree Holder
  • Extensive expertise in banking and financial markets.
  • Preferred secondary knowledge of digital assets and technological developments in finance.
  • Strong project management, communication, and analytical skills.
  • Experience in a complex, global, and matrix organization.
  • Ability to work collaboratively and proactively with various teams.
  • Demonstrated ability to develop new processes and products in alignment with continuous improvement cultur
