Section Head & Senior Manager, Data Services - Data Science & Governance

Responsibilities
Assist Department Head to be the bridge between complex data infrastructure and actionable business innovation.
Lead the design, delivery, and management of data services that empower the bank to scale its Data & AI capabilities, enhance customer experiences, and drive operational efficiency.
Work closely with Technology Department and perform user requirement collection, data onboarding, data mapping, UAT and health check relating to data mart and Core Banking system development matters
Support users to use data effectively through data mart and use cases
Develop and customize data tags to meet business requirement by using internal and external data
Ensure that data is treated as a high-quality, accessible, and strategic asset across the Group
Deliver timely and quality data & analytics to internal stakeholders.
Define and execute the vision for "Data-as-a-Service" (DaaS) to support group-wide innovation and Data & AI initiatives.
Empower and enable users to use self-servicing tools for data extraction, enquiries, analysis and reporting.
Lead the design and maintenance of scalable data pipelines and modern data architectures (Data Lake, Data Warehouse, and Real-time streaming)
Lead the development of robust data services that allow business units to consume data seamlessly and securely
Use of customer data, including structured and unstructured data, internal and external data, to identify business opportunities to support business and marketing initiatives
Develop and maintain data mart
Ensure all procedures are in compliance with all policies, rules, guidelines, requirements prescribed by regulators as well as the Bank
Work closely with business sponsors to collect user requirements, identify opportunities, analyze, and interpret trends or patterns.
Partner with AI & Data Solution teams to ensure the availability of high-quality "AI-ready" datasets.
Collaborate with internal stakeholders and external vendors on project planning and execution.
Lead and mentor a team of business and data analysts, fostering a culture of technical excellence and continuous learning.
Comply with all applicable regulations, rules, codes, guidelines and standards set by regulators and the Bank, and carry out duties with high integrity
Adhere to all established risk control guidelines, procedures and measures to identify, assess, report, mitigate and monitor the risks involved in the day-to-day work
Apply good sense of access control and data governance in day-to-day process
Requirements
University graduate in Computer Science, Applied Statistics, Decision Science, Data Science or in relevant disciplines;
Minimum 10+ years working experience in Data Management / Business Analytics from recognized establishments in financial services and 5+ years in a leadership or managerial role
Strong knowledge on banking data management and analysis
Proven track record of delivering enterprise-level data projects from conception to production.
Practical experiences on data ETL data engineering and data product development, including but not limited to data onboarding and building data mart
Experience with modern data orchestration (Airflow, dbt), streaming (Kafka), and visualization tools (Tableau, PowerBI).
Strong knowledge on data visualization using Tableau or similar visualization tools.
Practical experience in cloud environment (e.g. GCP, AWS, etc)
Result-oriented and able to deliver under pressure
Excellent communication and negotiation skills
Strong business acumen, interpersonal skills and a good team player
Good command of both spoken and written English and Chinese (Cantonese + Mandarin)
