Responsibilities

  • The Program Manager for Operations Risk Management is a critical leadership role responsible for the planning, execution, monitoring, and control of multiple, complex, and interrelated risk management programs. This includes developing and implementing operational risk strategies, managing resources, and ensuring alignment with the organization's overall risk appetite and regulatory requirements. The Program Manager will work collaboratively with various stakeholders across the organization to identify, assess, mitigate, and monitor operational risks. This role requires strong leadership, communication, and project management skills.
  • Manage program budgets effectively, ensuring alignment with approved funding and responsible expenditure. Track costs, identify variances, and implement corrective actions as needed.
  • Oversee the design, development, and implementation of risk management programs and initiatives.
  • Collaborate with stakeholders across departments (including IT and vendors) to define requirements, gather input, and ensure alignment with organizational objectives.
  • Develop and maintain efficient processes for risk identification, assessment, mitigation, and monitoring.
  • Implement and continuously improve risk management methodologies and best practices.
  • Lead and mentor a team of risk professionals, providing guidance, support, and performance feedback.
  • Delegate tasks effectively, ensuring clear responsibilities and deadlines.
  • Foster a collaborative and high-performing team environment.
  • Ensure all program activities comply with applicable regulations, internal policies, and industry best practices.
  • Proactively identify, assess, and mitigate operational risks, ensuring timely reporting and escalation of critical issues.
  • Implement and maintain a robust risk control framework, including procedures for incident investigation and corrective actions.
  • Promote a strong risk awareness culture throughout the organization.

 

Requirements

  • Bachelor's degree in a relevant field (e.g., Business Administration, Finance, Risk Management). Advanced degree (e.g., MBA, Master's in Risk Management) preferred
  • Minimum 12 years of experience in risk management, with a proven track record of successfully managing complex programs
  • Strong understanding of operational risk management frameworks and methodologies (e.g., COSO, ISO 31000)
  • Experience in developing and implementing risk mitigation strategies and controls
  • Excellent communication, presentation, and interpersonal skills
  • Proven ability to lead and manage teams effectively
  • Strong analytical and problem-solving skills
  • Proficiency in using risk management software and tools.
  • Experience in the banking or financial services industry is highly preferred
  • Relevant HKIB qualification is an advantage
  • Relevant professional certifications (e.g., FRM, CRISC, CISA) are a plus.
