Risk Management Group (RMG) is responsible for the development and maintenance of risk management and internal control frameworks. We provide independent review and challenge to business to ensure that appropriate balance is considered in risk/return decisions. In addition, RMG is responsible for the monitoring and reporting on key risk issues of the Bank. To manage risk effectively and deliver strong financial performance, we invest significantly in our people and infrastructure.
Responsibilities
- Monitor and control the performance of non-performing loans (NPLs) booked in Special Assets Management (SAM) with a view to maximize recovery and to reduce the number of NPL accounts for the Bank
- Manage NPL including debt restructuring; initiation of legal proceedings, collateral disposal and processing claims under Government Scheme (HKMC/TID)
- Participate in corporate accounts restructuring:-
- Attend Bank Group meetings and negotiate best terms for the Bank
- Liaise with Lead Bank for restructuring progress
- Prepare credit proposals for management’s review/approval when restructuring terms are finalized
- Review loan documentation for restructuring
- After closing, monitor repayment schedule
- Reduce NPLs and to maximize recovery in the best interests of the bank:-
- Formulate action plans & strategies for the designated accounts to maximize recovery
- Analyze appropriate actions in litigation/collateral disposal & processing claims under Government Scheme
- Regular review and revision of loan classification and status to ensure proper provisioning/SP
- Ensure that the actions are in accordance with the internal regulations & in compliance with Laws, the Code of Banking Practice & and the guidelines prescribed by HKMA
- Regularly review and monitor recovery progress of designated NPL cases
- Write-off the loan balance after exhaustion of recovery actions
- Provide regular updates to management on the status of designated NPL cases
- Review/update operation manual for NPL management in accordance with internal guideline and regulatory requirement
- Supervise junior Recovery Managers and ensure their strict adherence to guidelines and are complying with laws and regulations when handling their NPL portfolios
- Provide support and advice to business units on high risk watchlist cases
- Support system development/enhancement and ad hoc project
- To implement the new special asset management system (ESAM) platform including the design, data reconciliation, user acceptance test (UAT) and deployment
- To closely work with different stakeholders and counterparties including Finance and Headquarter to facilitate the deployment of ESAM
- Perform other related tasks e.g. MIS reporting
- Strict compliance with laws and regulations for credit recoveries
Requirements
- Degree holder, preferably in law, banking or accounting
- Certified Credit Risk Management Professional (under ECF-CRM) preferred but not mandatorily required
- Minimum 10 years of experience in banking industry (including credit risk, commercial banking and corporate banking) especially solid experience in credit recoveries and restructuring.The experience may be acquired either through conducting credit recoveries or serving a supporting role in the above areas.
- Strong leadership and management skills to effectively motivate, coach and guide staff to achieve specified performance target
- Sound legal knowledge related to credit recoveries; accounting and banking practice.
- Good negotiation skill with good market and industry knowledge
- Good problem solving and analytical techniques, solution oriented
- Strong project management and/or process skills is an advantage
- Conversant with up-to-date HKMA/MAS requirements in related areas
- Preferably with hands-on experience in MIS analysis and reporting
- Knowledge in SQL or related reporting/programming tools is an advantage but not a must
- Fluency in English and Chinese, both oral and written
